The submission deadline always seems to be 8pm EST Sunday, and then they start rolling the new ones out on Monday, but I don't think they are all necessarily available then, depending on which pool you are in. Sometimes I haven't seen mine until Wednesday, but they seem to be coming out quicker now.

People were posting negative reviews for 3 cents last night. The good news (?) is that it seems people are honest and contact the company/leave positive reviews letting them know what's happening.
