True...we all got a little caught up and assumed competence and ability to enforce this on their part, which is silly given all evidence to the contrary

Yeah, on one hand I'm not sure this is actually going to change anything, but on the other hand I've seen too many people in the past who seemed like they would have been in perfectly good with standing with MTurk get spontaneously blackbagged by vague, unexplained ToS violations not to be spooked about this.
