Nope, they'll post a batch of unqualed HITs, usually labeled as a qual batch (i.e. "xxxx - Qualification") which have a counter that keeps track of submitted qualification HITs.

they go quick, though, so generally once they're posted, if you want the qual you just set a panda for that batch and try to catch enough to complete the qualification phase.

That happened when I did it as well. Don't refresh. Just wait for the timer and you can click to go to the next step.
