I don't want to nitpick you on this, but I just looked that up - there's one in my state and it's a 4.5 hour drive from me. I'm sure there are similar programs nearer, but I still live in the middle of the desert. Not everyone can just drive a couple of blocks to that stuff. You're treating debt like it's not a last option and people might not already have student/healthcare/general living debts.There is government programs out there to help people. There is something call job corps that will train you to learn a skill like plumbing, chef, ect for free. Or you can take a loan out and do something like real estate school, developer bootcamp, ect. Plus, a lot of those minimum wage jobs (retailers especially) aren't going to be here for long due to automation so you shouldn't consider them imo.

There are literally kids out of high school who put themselves 100,000 dollars in debt for a liberal arts degree, women studies degree, journalism, ect. i do have a degree but I don't think in this day and age you really need it to live comfortably or better. From a tech standpoint there are a lot of certifications out there that are worth getting outside of a college degree. Experience matters in most jobs but I know plenty of people without degrees who are doing well in their jobs. Hell, my degree was in Classics .. a liberal arts degree in which my concentration was Latin. I've been in the tech world for over 15 years and everything I've learned has been on the job. Not at all close to my concentration lol (unless you count tech work as a foreign language lol)like this if you don't have a college degree or didn't finish

Some of these jobs secretely pay better than the rep, when I deliver pizza during the football season I would make $200 on a Sunday. Okay, if we follow your line of thinking, I wonder why teachers, who have a professional license and quite a bit of training, are so badly (even worse than barbers, in some cases) paid. I think the "'woman's work' is worthless" explanation fits here. I wish I had a good solution.Trust me, I know folding clothes can be tough (I hated it and sucked at it at JCPenny). However, people are willing to accept the job for minimum wage and thus companies will not offer you a lot more. Mainly you can teach someone in a short amount of time to be decent at it. Where as a job that takes months to years to learn will get you more money because few people especially in the United States have the perseverance or discipline to stick with it.
