My suggestion would be to do exactly as @PhantomCatt is suggesting. Just wire money from your own acct (local bank) to any Western Union. This should keep you going until you can get a replacement card.

Says 2-3 business days from a bank account though, instant if you use debit. So if @jan still has the card info she can use that (for higher fee) and have the money right away. Probably similar to wiring the money directly to a local bank.
