It's not as easy to w/draw requester money as it is to w/draw worker money.

Also even if it was impossible a savvy requester could probably get around it. You'd break up your work into 2 batches put one batch live approve some of the hits from it and then wait until you get positive reviews then reject the remainder of the work and immediately put up the second batch and with luck a good chunk of them will be done before negative reviews start rolling in. I'd say done right you could probably get all the work done for around 60% of the cost of non scamming.

Pekingese are small and gentle dogs. They do have a lot of hair though.
