A retake block does not exist. That is a called a qualification. If a requester blocks you, they aren't just preventing you from retaking a particular survey, they are blocking you from all their HITs. Savvy requesters use qualifications to prevent one from retaking a particular survey.There is no debate about hard blocks and soft blocks... unless you want a flat earth debate. They don't exist.. those are terms turkers made up. There is only 1 way to block through both the web client and then api.
A "re-retakes" block is entirely deserved if you've taken the survey they don't want you to retake. That is an appropriate officially documented use of the system.

One should not be getting an account suspension warning after correctly completing a survey. That's not appropriate.

Requesters use this capability to identify and exclude Workers that have consistently produced poor quality results on their tasks. We strongly urge Requesters to avoid using this feature to exclude Workers for convenience. Doing so could negatively impact the Worker’s reputation in MTurk."

If a requester clicks the "block" button, this message should pop up for them with this information and two buttons, one that says "yes, still block this person because they've consistently submitted poor quality work" and one that says, "no, please show me information on how to use qualifications to prevent retakes instead".
