They'd have to hire those engineers they should have hired the week they increased the fees but are still advertising for.
They've been advertising those same 5-10 jobs for a decade. My theory is there's some business reason why they have to show open jobs but they're not actually hiring live humans.

I don't know if it's related, but a lot of the academic libraries I worked in or was around did the same thing. Leaving jobs open probably filled out their yearly budget but allowed them to use the money for other things.

There is no debate about hard blocks and soft blocks... unless you want a flat earth debate. They don't exist.. those are terms turkers made up. There is only 1 way to block through both the web client and then api.

A "re-retakes" block is entirely deserved if you've taken the survey they don't want you to retake. That is an appropriate officially documented use of the system.
