I've been doing that for about nine years. She is my best friend, so whatever it takes to keep her out of trouble works for me. It's just weird, that she is so gentle with her humans and kitties, but will start a fight with every dog she meets.We all have this idea that dogs should be friendly and playful with each other but sometimes that's not how it is. I'm not saying don't try to socialize her, but try to keep in perspective she's never gonna be a happy Golden Retriever with other dogs. With people it's different, you have to socialize them because you don't want them biting someone down the line.
But if she doesn't likeI dogs, then just try to keep her away from other dogs.

I know this won't work for every situation, but I straight up called her out on it after a while. Not in a rude way, or disrespectful way, but really just pointed out. She say's almost the same things as what your friend has said. Claims there's a target on her back. But in the end, out of all the issues, every spat, fight or mishap she's always apart of the equation. It's never about what she has done but about what they have done. Because, there's some lack of control going on in your friend's life. There's root behind it, that she's probably not willing to acknowledge herself either.
